It's actually pretty simple. The VIP Program is for Volunteer officers or Career Officers that oversee volunteers. They pay for everything minus the $100 meal ticket while you're there. This includes airfare, lodging, tuition etc. It's a great program for departments that wouldn't otherwise be able to afford to send people back there. Normally, they only accept one person per dept. but occasionally I've seen two, depends on how many applicants have applied overall. Here is the link, so you can check things out for yourself. I did not do search and rescue. I worked for a company in Death Valley that only dealt with fire, and maybe small medical emergencies. The National Park Service dealt with all search and rescue. I wanted to learn so now I am back in school, to finish what I started.
