PHILADELPHIA (WTFX) - A four-alarm fire that gutted a closed Philadelphia middle school was years in the making, says a top city official. Controller Alan Butkovitz says the danger could be seen years ago. "This specific one they were specifically warned about. Both by the neighborhood and our office," Butkovitz told Fox 29.
