The economy has been blamed for many things in the past couple of years; however, one good thing did come out of the economic downturn: Technical rescue training in the Peoria (Ariz.) Fire Department made some positive changes. Tom Pendley describes how he implemented a new model on a trial basis that better defined expectations for rescuers when maintaining skill competency.
