Has anyone’s city had an ICMA study done that came back supporting a stand-a-lone fire department and not consolidating the Fire and Police departments.

Did you read the article in the Jan/Feb 2009 International Fire Fighter magazine, page 17 "Beware of PSO's"? What I got out of this article is that ICMA, which is led by former city manager Leonard Materese, background is in the Police service. ICMA primary recommendation will be to combine police and fire into a single Public Safety Officer system.
