I'm sure there is an NFPA standard for radios and procedures. I don't know what it is but I'm sure there is one. As mentioned 1-2 radios per fire ground group is a fair compliment, however 1 per person is the best situation.

The biggest selling point for a DHS grant is interoperability, especially if there are going to be different agencies involved. If you are working as a crew, you go, we go mentality, then one portable (maybe two) per crew is more than sufficient.
The only thing I could think of would be to research it online, and to maybe check with the county you are in on any standards they may have on frequencies. As for a radio for each person on the apparatue as long as there is 1 radio for each crew ...
