Here's something to try, Make a competition out of it. Divide your personnel up into teams, each team is given a vehicle and all teams are given the same task to complete, door removal,top removal, steering column pull, seat and pedal removal, etc...

Here's something to try, coordinate with your local sheriff's dive team. I place victims in the water, one visible then I have a submerged dummie for a drowned victim, our team works the rescue for the visible victim, then we do a couple of search...
