The five PSAP's are all networked together already. The non PSAP dispatching centers would have to have the 911 software and that would be a very expensive undertaking. There might me others means to do it, but I am not sure what they would be.

Have you tried talking to the PSAP's to see if they will agree to this? I would think that if a fire call comes in, then the PSAP responsible for taking the call should forward it to the disptach center for the FD responsible for handling the call...
