The five PSAP's are all networked together already. The non PSAP dispatching centers would have to have the 911 software and that would be a very expensive undertaking. There might me others means to do it, but I am not sure what they would be.
The SOP will never cover all of the dispatching practices as long as the PSAP's are controlled by police chiefs and as long as the dispatchers have the mentality that the are police dispatchers that are forced to do fire and EMS dispatching and no...
Have you tried talking to the PSAP's to see if they will agree to this? I would think that if a fire call comes in, then the PSAP responsible for taking the call should forward it to the disptach center for the FD responsible for handling the call...
I have to agree with Willie, it is too late to fix the problem. When the system was set-up, we should have had one dispatching center for all departments. The problem was that the police chiefs would lose power and control. Just looking at my area...
