- LACK OF FUNDING TO PROVIDE ADAQUATE EQUIPMENT FOR DEPARTMENTS, AND A LACK OF EQUIPMENT KNOWLEDGE. MOST RURAL DEPARTMENTS TODAY ARE UNDER SUPPORTED. ALMOST ALL THESE DEPARTMENTS ARE RUN ENTIRELY BY VOLUNTEERS. WE REALLY NEED TO HELP RALLY THE TROOPS AND RAISE MORAL.
