Do any locals have a Standard of Conduct for off duty actions by union members? We have had some events recently with our off duty personnel getting arrested, or in trouble by other means, and there seems to be no reprecussion for their actions. There is nothing the department can/will do about the problem because the problems occur off duty.

So, I guess my question is this. Is there anything the union can do to "punish" these individuals within the union?

I would tend to think that it would be the city, county, municipality, etc. that would take the disciplinary action and it would be the unions position to defend the individual.
We are the 7th largest department in Canada and we are covered by an all encompassing Corporate Policy.

It's a Standard Of Behaviour and it basically states that we have a responsibility to behave in a professional and responsible manner to the general public and each other on and off the job. If any of our actions have a negative consequence toward the corporation then they can take disciplinary action, utilize assessment periods or dismiss us.

Examples of unacceptable behaviour include:
• failure to disclose a conflict of interest
• commission of fraud or theft in relation to City property
• discrimination, harassment, bullying or violence in the workplace
• excessive absenteeism or lateness
• possession of, or working under the influence of, alcohol or illegal drugs;
• misrepresentation or falsification of employee records
• release of information confidential to the City;
• incompetent, negligent or improper conduct prejudicial to the interest of the City;
• insolence and/or insubordination;
• breach of the rules of the City

Fortunately, we are all very well behaved : )
Hope that helps.

Just like Mr. Taylor said, It's up to the city or county or municipality to enforce rules of conduct. Then it would be the unions job to defend the individual. Wish I could offer more but thats pretty much it in a nutshell.

Our City has a codes of conduct that can definitely get you if you get in trouble off duty.

If you have a constitution and by laws or follow the Unions, there is a section under charges that would fit....Conduct unbecoming a union member. That is mostly the worst you can do.
