what is the best way to shut the power off to a structure....that doesn't involve waiting for the power company

Yeah, the extension leed through a window - nearly always indicates that something is wrong. And that's a time when we are always thankful that the Police turn up to all major house fires!

Not my emergency... I did not cause it. I am there to mitigate it. If I pull the meter wrong I am now part of the problem. I will wait on the power company. Try to handle life safety concerns first... then move to property conservation second.

his is the one thing i know for sure may seem like it would work but there are some other things which can still kill you.
By pulling the meter you can actually cause back up systems to start. Such things as Battery Backups, Portable generators, which can cause back flow and still kill you.
Pulling the meter dosent always guarantee you will have a power safe structure

Take care of your job and do what you do. Wait for the power company to shut off the power if there is a question about power. If that fails refer back to prior comment. We are not electricians. Dont mess with it.

I have to agree with you Chief. I did say in the beginning of this discussion
to pull the meter, however that might not always work. I have come across
where, some one had jumped out a meter, ( stealing electric ) form the power
company, and when we thought it was safe, thinking the power was off, we
found out that it wasn't.

I have personally seen biphasic AEDs at a local University where you insert a key to reduce the dose of joules for peds and hook up the adult (and only) pads in the case and let the AED analyze and go from there. There's lots of different models ...
